That if
approved by qualified Voters of the Kenai
Peninsula Borough during a borough wide
municipal election would repeal:
KENAI PENINSULA BOROUGH ORDINANCE
2004-19-29 AN ORDINANCE ACCEPTING AND
APPROPRIATING A GRANT FROM THE U.S.
DEPARTMENT OF JUSTICE IN THE AMOUNT OF
$2,473,693; APPROPRIATING $1,000,000 FROM
CENTRAL EMERGENCY SERVICES; AND
APPROPRIATING $239,835 FROM THE GENERAL FUND
FOR CONSTRUCTION OF AN EMERGENCY RESPONSE
CENTER
WHEREAS,
it is important to note
that
sponsoring, co-sponsoring, signing, or
voting for this referendum shall in no way
indicate lack of support for the 911
dispatch employees, emergency services
employees, the central emergency services
administrators, or any other borough
employees that serve the needs of Borough
citizens; and
WHEREAS,
by sponsoring, co-sponsoring, signing, or
voting for this referendum you are
indicating your concern and opposition to
the flawed process that has failed to
address many important issues prior to the
assembly vote on January 18, 2005; that you
question the decision to purchase three
prime lots on Wilson Avenue in downtown
Soldotna; that you question why the assembly
and administration failed to seriously
consider more cost effective solutions; and
that you question the deliberate avoidance
of a public vote as required by Borough
code, when total Borough cost will most
likely exceed the assembly’s current $1.5
million authorization limit for capital
projects; and
WHEREAS,
whenever taxpayer dollars are to be spent,
they should be spent wisely,
NOW,
THEREFORE, BE IT ORDAINED BY THE VOTERS OF
THE KENAI PENINSULA BOROUGH:
SECTION 1. That
Kenai
Peninsula Borough Ordinance 2004-19-29,
which accepts and appropriates public funds
to construct a new emergency response
center, shall be repealed.
SECTION
2.
This repeal shall take effect in accordance
with Article 11, Section 6 of the
Constitution of the State of Alaska; and
Alaska Statute Title 29, Section 29.26.180
and Section 29.26.190.
